The City Attorney is appointed by the Mayor for a two  year term coinciding with the term of the Mayor. The appointment requires the consent and approval of the majority of the Board of Aldermen.

Kevin O’Keefe has served as City Attorney in Des Peres continuously since 1986. He is a partner in the firm Curtis, Heinze, Garrett & O’Keefe, P.C. located in Clayton, Missouri.  The firm is well known for its expertise in the municipal government law.

Education
Kevin is a graduate of the University of Scranton (1968) and of Sant Louis University School of Law (1971). He has appeared in and argued trial and appellate cases in state and federal courts including the U.S. Supreme Court. 

 
Awards

He is the recipient of the prestigious Missouri Municipal League Distinguished Service Award in 2003, the Lou Czeck Award from the Missouri Municipal Attorneys Association in 1999 and named Lawyer of the Year from Best Lawyers in American in 2012 for outstanding service and accomplishments in the field of municipal law. Additionally, he has been selected for inclusion in the publications Best Lawyers in America (Municipal Law 2008, 2009, 2010) and Super Lawyers of Missouri (Municipal Law 2010). Kevin holds an AV Rating (highest) from Martindale Hubble and is a frequent lecturer for many local, state, and national organizations.

 

In addition to his position with Des Peres, Kevin serves as City Attorney in the following additional cities in the metropolitan area:

  • O’Fallon

Kevin has served previously as General Counsel to the St. Louis County Board of Election Commissioners.

 

The law firm also represents Ballwin, Creve Coeur, Ferguson, Richmond Heights, Normandy, Northwoods, St. Ann, Sunset Hills and Town & Country and several other area communities as City Attorney, and provides services as Prosecuting Attorney or Municipal Judge in a number of area cities.
